Question : Dirty Shutdown of Exchange

Microsoft Windows 2003 Exchange 2003 SP1
A power cut killed the server and on booting up the Exchange mailbox store and public folders store wont load with the error ID c1041724. I've dealt with this in the past but I'm stuck on replaying the log files into the database.
Using eseutil /r e00 produces the message: "Operation terminated with error -1032 (JET_errFileAccessDenied, Cannot access file, the file is locked or in use) after 20.78 seconds."
All Microsoft Exchange services are running. I have tried it with them stopped, and Symantec anti-virus services are stopped.
Using eseutil /mh priv1.edb tells me it is a dirty shutdown. I have tried restoring Exchange from an ntbackup which restored succesfully but wont mount either. And using eseutil /r e00 produces the same message.
My plan was to replay the log files and then run a eseutil /p repair on both priv1.edb and pub1.edb. Then if I get an API error i'd use the eseutil /p /createstm command.
Am I going the right way about this? Why would the log files be denied access or in use?

1. Start Windows Explorer, and then expand the Exchsrvr folder. 2. Right-click the Mdbdata folder, and then click Properties. 3. Click the Security tab, and then grant the following default permissions: Administrators: Full Control Authenticated Users: Read and Execute, List Folder Contents, Read Creator Owner: None Server Operators: Modify, Read and Execute, List Folder Contents, Read, Write System: Full Control You might not be logged in with a n account that has all the perms needed right now.
