Question : How can I completely re-install USB whilst in recovery console?

I want to re-install usb completely from the recovery console, as USB only works from BIOS drivers, as soon as Windows loads all USB devices go off (lights on mouse, keyboard etc). This machine ONLY has USB no PS/2 so I'm a little stuffed at the moment.
I have done a restore from the recovery console and it didn't fix this usb problem so I am assuming that it's not a registry problem.

History:

Originally the pc wouldnt boot - BSOD 0x00000024 everytime with no mention of a driver. The owner tells me this happened immediately after changing the graphics card settings to a different resolution. So I booted to recovery console and restored to a couple of days before the initial crash.
Now it is restored we have the usb situation outlined above.

I think I need to completely re-install usb but cannot work out how from the recovery console.

Well, UBCD4Win has some anti-virus tools on it, but an even better one which contains more AV programs on it is the (just plain) Ultimate Boot CD:
