Question : Why can't I write files to the root of my C drive?

I've had it with this. I'm "Administrator" on my machine. I'm writing apps in Visual Studio and attempt to write to a file in the root of my C drive. It says I don't have permission. I'm the Administrator! *I'LL* decide what I'll write to thank you very much.
How do I prevent this from happening?
