Question : Access 2003 database can't be openend with multiple users

we have updated our office installations from office97 to office 2003 (finally!).  Our access programmer now has the following problem: if he wants to alter a form (or a query or whatever) when the access application is already opened by another user, he gets a message "can't open database exclusive, alteration cannot be saved"

Under access97 this never gave a problem: forms etc could be altered on-the-fly while it was used by multiple other users.

Can this be enabled again?

I should add, if another user already has an MDB file open, then it is impossible for another user to open it in
exclusive mode.  Also, expanding on my previous note, it looks like either you are not using a split architecture,
or that you do have a split architecture but all users are trying to use a single instance of the front-end.  Both
are no-nos :)
