Question : Database Password - unset database password grayed out

Access 2000 Database I just got a new customer with a problem that I can’t seem to solve. I understand workgroup security and use it all the time, but something simple like database password is giving problems. – “Unset Database Password” is grayed out.
They have workgroup security and database password security and wanted to get of the database password security. When I follow the below steps “Unset Database Password” is there, but it’s grayed out.
1 On the File menu, click Open Database. 2 Select the Exclusive check box, and then open the database. 3 In the Password Required dialog box, type the database password, and then click OK. 4 On the Tools menu, I point to Security, and then try to click Unset Database Password. 5 The Unset Database Password is grayed out
When I got back to the office I tried (On a sample database) graying it out by having different workgroup security levels. I could not find a way it would gray out. Is it possible to set a bit on Access 2000 database to gray out “Unset Database Password” ?
