Question : Receive an error when migrating site to MOSS 2007

Receive below error when I tried migrating a MOSS 2003 site to Moss 2007
1)Exported Sharepoint 2003 site to a personal web package using Sharepoint 2007 Designer
2) Created a new Sharepoint Site using a blank template
3) Imported Personal web package to new Sharepoint Site
4) Received the error An error occurred during the processing of . Could not load file or assembly 'Microsoft.Office.DataParts, Version=11.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c' or one of its dependencies. The system cannot find the file specified.

Looked at http://support.microsoft.com/kb/929320, but the temporary workaround listed can not be applied.  Do you have any other suggestions?
