Question : WSS 3.0 without Active Directory

Hi, I want to create an application using WSS 3.0 without having the integration with active directory and such that I can manage the users and add new users directly from the team site.  currently, I can do this but only if I add the user into active directory first.  How would i do it so the application is a stand alone application which doesn't need to be integrated with active directory?  I should be able to add users directly into the application without the need to do anything externally.  Is this possible?
