Question : Compact Creating db1.mdb, db2.mdb, etc. - But No Users Connected

Only one user accesses this file at a time, and there are no indications that the file is open by anyone.  In fact, I can delete the file from the directory completely.  But when I add it back, Compact & Repair saves the compacted DB to a new file.  In fact, If I open the new file and Compact it, the same thing happens.  What could be causing this?  We have never had this problem before with this file.
