Question : What is the least expensive way to buy Office 2007 for a developing-nation country?

I'm planning to purchase a lab of laptops to take to Nairobi, Kenya.  I'll teach a one-week MS Office  2007 course there, then leave it all there for the community.
I know that Microsoft sometimes gives "good deals" of its products to developing-nations countries.  So, who can I contact to find out about the best deal I can get for these software licenses?  
Or ... Is the Student license, that any university student could get from a university computer store, my best option?  I know ... My next step is to call Microsoft Sales.  But I was hoping for an angle.
