Question : DHCP Server Service won't start

I'm sorry for the vague description, I don't have a lot to go by.
My SBS 2003 server had its DHCP Server Service set to disabled by default.
I installed Win Server 2003 SBS Best practices add on and didnt notice the problem until I ran the program. I am not currently having any issues with DHCP but i continue to get the bad practice warning from the service being off when i initiate a best practices scan
I set the service to automatic and attempted to start the service. I then get the error that the service started and stopped. I rebooted the server and the service stays on automatic but does not start.
I checked the event viewer logs and they were clean.
What can I do to fix this?.

Have you got another server or router that is already acting as a dhcp server in the domain??
