Question : OK to remove "Windows\TEMP  ?

I'm installing a sound card.In the process of UNinstalling old sound files the program has asked me to: "Browse to the C:\Temp and C:\Windows\TEMP folders. All files and folders in the temp folder need to be either deleted or moved to a new folder."  Is this safe to do?
