Question : Cannot connect to Sharepoint Central Configuration page due to IIS error.

I have installed WSS 2.0 without WMSDE, but SQL 2K-sp4 is running on it.
applied access for "SPadmin" to spapppool and gave permissions to all DB files/folders as well as made "spadmin" member of IIS_WPG and STS_WPG.  Central Admin page is started in IIS

when trying to connect to WSS central config page i receive a login prompt and enter the correct username "spadmin" and pswd - asks for this information 3x then errors out with following error:

"You are not authorized to view this page
You do not have permission to view this directory or page using the credentials that you supplied.

Please try the following:

Contact the Web site administrator if you believe you should be able to view this directory or page.
Click the Refresh button to try again with different credentials.
HTTP Error 401.1 - Unauthorized: Access is denied due to invalid credentials.

Go to Microsoft Product Support Services and perform a title search for the words HTTP and 401.
Open IIS Help, which is accessible in IIS Manager (inetmgr), and search for topics titled Authentication, Access Control, and About Custom Error Messages. "

What step am I missing?
