Question : Excel - formula to calculate values on an offset array

I am trying to fill in the formulas on the attached file.  It's calculating some basic functions (sum and divide by) but looking for a range that will offset by Quarter (1stQ, 2ndQ, etc).
Is that done with the Index function?
Any help you can provide will be greatly appreciated!
