Question : Drag & Drop

I would like to add the ability on my web pages for the member to be able to adjust how the page elements are arranged on their screen by using check boxes to add or remove, plus drag and drop ability on the page to arrange...

In addition...the ability the "save" their setup.

Where is a good tutorial to  get me started?

You need to use webparts for asp.net which will solve all of your issues.

They have also explained keeping some common usercontrols as webparts on page so that user can move them around.
