Question : Users receive Active X error when opening email attachments

I support about 350 users, I have 1 user who when she sends emails with attachments the recipients get and Active X error when opening her mail.  The error is "Your current security settings prohibit running Active X controls on this page".  The PC is running XP SP2 and Outlook is Version 2003.
