Question : Outlook 2007 Language Issue

How can I switch outlook 2007 to french with the french menus without having to uninstall the English version? I downloaded the french version of Outlook 2007 but it wont switch the language to french when running a repair.

On most versions of Outlook 2007 I am not able to see the "display language tab" in "Mircosoft Office Language Setting 2007". Could this be the reason why I cannot chose the french menus? Why don't I see this tab for all my users?

I tried the GPO option and it works great. My only problem right now is how can I remove the english version and then deploy the french version for a group of users if I do not have the Office 2007 Multi Language Pack?
