Question : XP SP3 unable to burn to hp 740b dvd

I have a customer that has an hp740b dvd r in an XP sp 3 machine.  It is unable to burn using myDVD 7or drop and drag in windows. Drop and drag says blank media not inserted.
I have
Deleted the upper and lower filters. (rebooted)
run fixya from Microsoft  (says I do not have a writable drive)
uninstalled the device and rebooted.
uninstalled sonic and rebooted

I have done all of above indifferent order

I have connected a lite-on a writer that writes on both a mac and on a vista system.  It does not work on this system.

Either IMGBurn http://www.imgburn.com/
or CDBurnerXP http://cdburnerxp.se/

Both are free and excellent.  Good tutorials can be found on both sites.

See if they work.  If they do then there is something wrong with either myDVD or Windows implementation.
