Question : How do I limit concurrent IE sessions for a Citrix user on Windows 2003 server?

We are running a new Windows 2003 server where users connect through Citrix clients. One user is generating a lot of problems for us, since he is continuously opening a 10-15 IE 7.0 windows each with 10-15 active tabs with flash/java animations. The result is a slowed down server with unhappy users, since both CPU and particulary memory is under heavy load from this one user.
Is there an easy way to limit this users consumption of system resources through IE without removing normal functionality for him (he needs IE, but we would like to limit his usage)? We have obviously tried educating the user, but with little success.

One more thing to my previous post. You would also need to use contenet redirection for this user. I think overall this will be the easiest method. PNA may work also, but I think would require more configuration at first (IMHO). Excerpt from PS 4 Admin Guide
Redirecting Content from Server to Client When you enable Content Redirection from server to client, embedded URLs are intercepted on the server running MetaFrame Presentation Server and sent to the client using the ICA Control virtual channel. The users locally installed browser is used to play the URL. Users cannot disable this feature. For example, users may frequently access Web and multimedia URLs they encounter when running an email program published on a server. If you do not enable Content Redirection from server to client, users open these URLs with Web browsers or multimedia players present on servers running MetaFrame Presentation Server.
