Did you repair the system or did you reformat the system?
The below deals with OE not sure whether the same applies to OE windowslive but worth a check and might be helpful to you.
outlook express stores the file in a location that relies on an Identity:
C:\Documents and Settings\%username%\Local Settings\Application Data\Identities\{36765EAB-1579-4904-8569-33B22DCE1DEC}\Microsoft\Outlook Express
The problem is that there are two variables such that while the username might be the same, the item in {} might not be which is why when after the update you are not accessing the existing item {} within that location but a new one. Within the OE tools\options\maintenance you can relocate to store folder and pointing it to the former should get you access to the old data provided you did not format the drive.The other issue is if this is a roaming profile type setup, c;\documents and settings\%username%\local settings are likely not part of the profile that gets uploaded to the server.
