Question : access 2003 package wizard

I am using the Access 2003 packaging wizard but when I get to the Installer Experience page and select English as the Install Language I get the following message

"the install files for English need to be cached before this language can be selected"

I do not have any of the CDs as it's a corporate envioronment where the original CDs are closely guarded.  I could get them but ugh the hassel.  I have tried pointing it at my local Access Installtion but no joy.

All I want is the runtime files, I don't even want to package anything but the only way I know to do that is to create a dummy installation and then strip the Runtime files out.

Any pointers appreciated.
