A workaround is available that I use on my own Windows 7 Pro machine that does not involve any tricks or software.
Put your main user folder on your desktop and it should show up as a flyout menu on the right hand side of the Start window in your picture above. Right click on the Start button -> Properties -> Customize and work through those options to put it there.
Now, make a folder in your main user folder and fill it with whatever shortcuts you wish. Call this folder A Menu, A Special Menu, or whatever starting with the letter A.
Then, Start -> User -> A Menu -> all your shortcuts.
