Question : Explorer.EXE - Unable To Locate Component

I have a BIG trobule with my computer, i used some software to remove some malicious software (I couldn't even access the control panel), and now after using that malware removal tool, I get this message when rebooting my system:
"Explorer.EXE Unable To Locate Component
This application has failed to start because Normaliz.dll was not found. Re-installling the application may fix this problem."
Then it stops i see only my desktop but with no icons or not even the windows menu with applications, etc...
However when i reinstall the Explorer (using the task manager i've been able to open my mozilla firefox, download again the IExplorer and execute it) I keep getting an error, in this case something that has to do with the encryption comes up when installing IE7, and the IE installing process is aborted.
What can i do?

axtur--If the above suggestion did not help consider the following 1) Can you run a Search for normaliz.dll? If not, can you get a copy of normaliz.dll from another PC or from a friend? If so make a copy of the latest version (if you find more than one) and drop it into your C:\Windows\System 32 folder. To that you may have to follow the directions in Rick McCoy's post near the bottom here http://forums.microsoft.com/MSDN/ShowPost.aspx?PostID=1357881&SiteID=1 That site also offers a source of a copy of normalize.dll . 2) Since you can access TaskManager, see Post #12 here. http://forums.majorgeeks.com/showthread.php?p=800348 That will uninstall IE7 more thoroughly than you perhaps have before. You can then try to reinstall IE7.
