Question : Cannot sync outlook 2003 with exchange 2003

When I try to sync outlook we get the following error.

"Microsoft Server reported error 0x8004010f. The operation failed. an object could not be found"

It also generated the following errors in the event log
MSexchangeFBPublish # 8197 error 0x80040111
MSexchangeSA 1005

I tried to reset the site folders per microsoft article 822444. Restarted all services but this did not help.
