Question : MSASCUI.exe error on XP Pro

MSASCUI.exe - Application Error The application failed to initialize properly (0xc0000034)  Click OK to terminate application.  

I'm getting this error message when I login. (MSASCui.exe = Windows Defender) "MSASCui.exe - Application Error The application failed to initialize properly (0xc0000034)  Click OK to terminate application.  

Permissions are the same for all users. (Win 2000 recommended solution) No effect on problem.
Recent installation of Office 2003 (upgrade from Office 2002).
Dell Inspiron 8200 Laptop
Intel P4 processor
All Microsoft updates current
Norton Systemworks 2004 with current subscription
Panda scan shows no virus infection
Windows Defender uninstalled and can't be reinstalled
Windows Defender Installer Information window with error message:  Service 'Windows Defender' (WinDefend) failed to start.  Verify that you have sufficient privilieges to start system services.  Option to Retry or Cancel.
What are my options?

If you have tried to uninstall Windows Defender and can not reinstall it I would suggest that you run Windows Installer CleanUp utility: http://support.microsoft.com/kb/290301/
