Question : Excel Multiple Data Validation

I want to create a data entry template based on multiple selection. Please see attached.

First I would like to select the State, based on the State, I would lke to pick the staff name pertaining to the state, then select tool based on the state and select field names based on the tool selected..

Any help would be appreciated..
