Question : the settings for this terminal server cannot be retrieved

When I try to launch Terminal Services Configuration tool. I get the message "The settings for this terminal server cannot be retrieved. The remote server does not support running Terminal Services Configuration tool remotely". I get the same message even if I log on locally. I set this server up so at one time I could access these settings. This is a Windows 2008 Terminal Server.
