Question : Access rule ISA 2006

We have ISA 2006 Standard Edition. I have created a rule to give internet access as per the following
Rule Name : Permit Internet Access to internal users
Action : Allow
Protocols : All Outboud Traffic
From : Internal
To : External

Now by this rule, all of them can access internet, but I want to create one more rule where I can restrict some selected users not to use internet.
How can I creat that rule
Please advise

Answer : Access rule ISA 2006

Identify how you are going to target the users you want to restrict  ie AD group, ip addresses etc.
Create URL and domain groups to identify what you want to restrict them from doing
Create a new rule above the existing outbound rule
Deny 'selected protocols' from 'restricted user group' to 'restricted sites/urls/domains
