Question : prevent taskkill and netstop command

we are using windows xp sp3 in administrator mode in all pcs. now i want to user enjoys full facility of an administrator except they can not issue taskkill / netstop command. is it possible? if possible, what is the way? any vb.net code snippet is welcome if possible for this purpose
