Question : NetBIOS name resolution failing

My network utilizes a WINS server. The WINS server itself can not be accessed using NetBIOS name resolution. All other machines are working and communicating properly with the WINS server in order to resolve NetBIOS names. Where should I start to troubleshoot this?
