Question : 2008 R2 Connection Broker Load Balancing

Environment:
(2) 2008 R2 RDS Connection Broker Servers in a Failover Cluster
(2) Session Hosts in Connectioin Broker Farm.
Round Robin DNS configured for Connection Broker Farm

My question is if the default relative weight is set to 100 for each Session Host participating in Connection Broker Load Balancing how does the Connection Broker service dictate which Session Host to point a client to?

There will be 600+ users connecting to the Session Hosts via RDP and we need to ensure that each box in the farm is pointed to equally.

As it stands right now we have only tried logging on 4 clients at a time and all 4 were sent to the same Session Host.  If one Session Host is down the other is used but clients are not getting sent to separate boxes when both are up.  

Please Advise.
