Question : Fatal Error C00021A

I have a laptop that I want to do a clean factory image install on.  I went into the Recovery Section and chose to restore the factory image.  After the clean install gets done I get a BSOD and error that says C000021A Fatal Error.  Why would this happen after a clean install?  The computer had some viruses on it before I chose to do this but otherwise worked fine.

Ended up buying a new HD and installing from scratch from a Vista DVD.  The repair that was build in the HP laptop must have been corrupt and the HD started giving errors when trying to install over the top.  Probably just a bad HD to begin with.
