I get this...

The password does not meet the password policy requirements. Check the minimum password length, password complexity and password history requirements.

For just 1 user in AD can i not get this message while resetting.

Answer : The password does not meet the password policy requirements.

As per previous posts you need to disable the password policy settings in the Default Domain Policy
