Question : Block MSN with ISA 2006

I am trying to block MSN 2008 messenger.

I have tried this method http://support.microsoft.com/kb/925120

Method 1 Does not seem to block msn via signature
Method 2 will block MSN but I then can not browse https sites.

I am out of ideas any suggestions?
