Question : How do I insert HTML file or Meta Tag ?

I build a web site with Publisher 2003. I'm trying to get it validated with Google. I have 2 options : insert Mate Tag at the root or insert an HTML file which ask me to download a code, transfer it to my site and then let google bot works.  The problem is that I have no clue how to do this. I,m a beginner and need step by step instruction to succed in this operation.  Thanks for your help.

download and open your homepage using notepad.

Look for the head tag  

Just after this tag, after the closing bracket> - insert your meta-tag from Google.

Save the document and repost it to your site.
