Question : web site does not load right without WWW / HTaccess file not working

I am trying to get my web site to load correctly with the WWW in front of the address when users do not include it.  It is on a Linux server, as I tried an ASP page which does not work.  I cannot get a .htaccess page to work either.  I need some help.

The Cpannel has a redirect option which turned it on.
