I created a Microsoft Access database that works perfectly fine on my end but when I give it to someone else they always get a pop up message saying that "Your database or project contains a missing or broken reference to the file 'DSDBListVw2.dll' version 1.0."

The sage key scripts pretty much help you avoid all the issue you have identified.   I have two clients the I do some work for ... and both have commercial Access products that they see ... runtime of course.  Both have been using the above pair for several years ... with minimal issues.  Something consider.
