Question : How do I restore a .cmp file to a Top Level Site?

I backed up a Top Level Site to a .cmp file through SharePoint Designer. Now, when I try to restore the .cmp file to another site, as a Top Level site, I get an error because I need to create a New Empty Site.
However, (I could be wrong here) I thought if I created a New Empty Site then it would just be a subsite, not a Top Level Site.
This is Top Level Site material, I need to find a way to restore it to a Top Level site. Thanks in advance.

Hi,
If you want to restore a top level site then create a new web application using SharePoint's Central Administration. Then create a site collection based on Blank Site Template. Then restore your backup to the newly created site collection.
