Question : Merging xfdf data into pdf with Internet Explorer Doesnt work

I generate xfdf files on my server, debian/apache/php, with php.  Then meta-refresh that created xfdf file which then calls the correct pdf.  I have spent hours and hours and hours trying to figure this one out.  It merges the information into the pdf every time in chrome, and firefox.  Internet Explorer on the other hand doesnt.  I know it is reading the xfdf file because it will actually load the correct pdf but then it doesnt merge any of the information into the pdf.  I have tried different operating systems, different versions of IE, I have set the mime type in apache, I have checked my registry keys for internet explorer.  If I have the xfdf file on my local disk, and reference a pdf that is also on my local disk, it will work just fine and merge the information.

I am setting this up as 500 points, because I cant figure it out, and I have had 3 other programmers look into it.  Oh, and even IE running google frame doesnt work either.
