Question : System.mdw removed, can no longer access my .mdb

I had to reinstall my OS and in the process my system.mdw was completely deleted.  Now, once I have everything up and running again I am unable to open one of my Access databases.  I am getting the following error: "You do not have the necessary permissions to use the (path to my database) object. Have your system administrator or the person who created this object establish the appropriate permissions for you".

I know this is because the database was created and originally part of an access security workgroup, which has since been deleted.  I have tried to create another workgroup and open the file using a shortcut with switches for the system.mdw file and /user Admin, but I continue to get the same error.

Does anybody have any suggestions of how to remove the link to the "old" workgroup file and get my DB open?  I am open to purchasing or writing software to do this, please provide any feedback you can.
