Question : Microsoft OCS 2007 R2 cannot complete instalation

Pretty much have everything in at this point. Only one small point. I cannot seem to add users... installed the adminpak, went to users and comp, also went into the comm server snap in, configure users was greyed out and damned if I can find what I am looking for now. I know I must be missing something. can anyone share???

make sure that this update is not installed KB974571, if so uninstall it ---> restart the server
