Question : Two email  servers (incoming), one computer, different results. Why?

OS= Windows XP Home Edition. Inspiron 1510 notebook. My internet connection is an ADSL broadband, patchy (in Africa).
I have two email addresses: one is [email protected], the other [email protected]
I have them set up successfully with Outlook Express.
When I open Outlook Express and click the send-receive button, the oceanfree.net address connects, authorizes and checks for mail  in 10-20 seconds, while the eircom.net address takes about 4 minutes to connect, authorize, check and produce mail.
Why this annoying difference?
Is there any way to improve things?

Also, ensure you are using the correct smtp and pop servers. Perhaps Eircom recently changed their servers and they left the old names to redirect... but it is slow.
