Question : Windows Server 2008 Standard (1-4 CPU)

We are looking to buy Windows Server 2008 standard, but would like to know if we can have two quad core processors (total of 8 cores) on a server while using the "1-4 CPU" edition of 2008 standard. Does Windows 2008 count each core as a processor, or does this only count as using 2 CPU's?

Yes.
The operating system is licenced per processor, not per core. A quad core CPU only counts as 1 processor.
