Question : Excel - when I change data from numeric in cell it gives error message

I have a Excel spreadsheet and it currently has numbers in it.  When I try to enter text data it gives me an error popup that says 'Enter Numeric Data Only'.  I have tried to changed the cell format to 'general' but it doesn't work.  How can the cells be set to allow text data?

Select the cell, choose the menu command Data->Validation, and click "Clear All".
