Question : MiniDump not saving to C:\windows\minidump

I have set the startup and recover options to Small Memory Dump and it is set to dump in the minidump folder but the mini dumps are not saving there? getting a OX0000008E Error and need to Analise it

I this is a major hardware problem - (such as the power supply shutting off), then there is no time for Windows to write a dump file of any kind...
