Question : Deny Ability to open additional mailboxes in Outlook

I am trying to deny users(except for Administrator) to open additional mailboxes within the Outlook Client.  We have a situation where a user is opening a owners mail.  I'm sure it has something to do with right and/or permissions but I can not figure out where to make the change.  Can someone help me out before the rest of the users figure this out...

It's not something you control from outlook, it is the setting in your Active Directory. If that user has the rights setup to open the owner's email, then he can do it.
