Question : HTTP/1.1 503 Service Unavailable after server reboot

Windows Server 2003... We have never had any sort of problem with accessing our exchange from web mail. But we had a power outage overnight, and come back this morning and we are getting the HTTP/1.1 503 Service Unavailable error when using web mail.
Using the full Outlook client works fine, just the web mail is having problems. I'm not sure where to even start to look because I have never even had to deal with it.?

Can you access the default web site through a browser?
If you browse to http://localhost/ on the server itself you should see the IIS welcome page.

Also I wasn't referring to IIS itself being started, but the web site. If you load IIS admin you will see a list of web sites - it might only one - the "Default Web Site". If it says "Stopped" next to it then something else is using the port.
