Question : Can you recover a lost Administrator password?

I have a customer who has a Windows 2000 server and has lost the Administrator password.  She is telling me that her previous technician had a CD/DVD that he brought in, inserted it, ran some command prompt commands and was able to change it.

I thought microsoft was the only ones who could change this and it was for a nominal fee?

Anyone heard of this and if so, does it work and how?
