Question : Terminal Server and Printing to Mutiple Locations

I have a terminal server 2003 with 3 users who login in using RDP.  Each of these have a different printer locally.  They need to print from the server to their local printers.  Right now whoever is the last one to print has their printer set as the default.  I need each one of these people to be able to set their printer as the default when they run the app on the terminal server.

That is your problem. The fact they are all administrators, what is a terrible idea.
