Question : Need help understanding Enforced Group Policy link Option

If a GP is set to "enforce" are just the setting listed in that GP enforced? Can other GP's be processed that are not enforced and also if a GP is enforced but a user does not have permission will the Gp still be applied to them

"Enforced" means that if a policy configured in that GPO is configured differently in a GPO that would ordinarily "win" in GPO processing, the GPO with the "Enforced" setting will instead take precedence.
