Question : "blue arrows" display on Outlook folders--ASAP--

You Gurus out there:
I got this issue I really need to put behind. All of my laptop users need to have offline access to their Microsoft Outlook. I have set it up for all of them but only on this particular user the little blue Sinchronization arrows are displayed on each folder. The other users synchronize and have access offline and do no have these arrows. I even deleted the user at the Exchange server, restore the whole O/S in the laptop, reinstalled Outlook and those arrows still show up. PLease Helpppppppppppp!!!!!, my boss is really on my case just for this. Because he connects any other issue that could occur to those arrows. I know it makes no sense, but that's what he thinks and you know he is the one that signs my Paycheck.
